Consolidated Plan (2005-2009) and Action Plan (2005-2006)

In accordance with the guidelines set forth by the U.S. Department of Housing and Urban Development (HUD), the Will County Community Development Department has developed this five-year Consolidated Plan which identifies and prioritizes community needs as they relate to low and moderate income persons and households.

The Action Plan contains the County’s application for 2005 Community Development Block Grant funds (CDBG); HOME Investment Partnership Program (HOME) Grant funds; and American Dream Downpayment Initiative (ADDI) funds.

This Consolidated Plan does not include the community development needs, goals or strategies for the residents of the City of Joliet, Villages of Bolingbrook, Naperville, Steger nor Park Forest, Illinois. Those communities have either developed their own specific plans that reflect the needs of their specific populations, or have opted to participate in the HUD funded programs of other adjacent counties.
